    China caught off guard by US capture of Venezuela’s Maduro

    BEIJING — When ousted Venezuelan President Nicolas Maduro hosted Qiu Xiaoqi, China’s special envoy for Latin American affairs, last week, the two spoke for hours, according to Radio France Internationale. Qiu referred to Beijing and Caracas as “strategic partners.”
